I seek leave for the Justice Committee or a committee of the whole House, when considering the Marriage (Court Consent to Marriage of Minors) Amendment Bill, to have authority to consider and, if it thinks fit, adopt amendments to the Civil Union Act 2004 and the Care of Children Act 2004 despite Standing Order 260, and for the bill to be an omnibus bill.
