I have received a letter from Barbara Stewart seeking to debate, under Standing Order 389, the report prepared by a consultant for Federated Farmers Waikato on farm environment plans required by Waikato Regional Council under its notified plan change. For there to be an urgent debate, there must be a particular case of recent occurrence that involves administrative or ministerial responsibility of the Government. There is no ministerial responsibility for a report released by Federated Farmers, nor for the actions of a local authority, and I refer members to Speaker’s ruling 176/2. The application is, therefore, declined.
