Urgent Debates Declined — Primary Industries, Ministry—Animal Cruelty

I have received a letter from the Hon Damien O’Connor seeking to debate under Standing Order 389 the revelations made in the media regarding the mistreatment of bobby calves and the potential damage to New Zealand’s international reputation. This is a particular case of recent occurrence involving ministerial responsibility. The big hurdle to get over in an urgent debate application is whether the matter has reached the stage where the business of the House should be set aside. The test is a high one. The Ministry for Primary Industries has stated that it is investigating the alleged mistreatment. The investigation has not yet concluded. Potential loss of confidence in New Zealand’s animal welfare regime is important, but I am not convinced that I would be justified in setting aside the business of the House today on the basis of recent revelations and the current investigation. The application is therefore declined.
