The CHAIRPERSON (H V Ross Robertson): I will not get into Japanese, Mr Cosgrove, at this stage. We are considering, honourable members, the Psychoactive Substances Bill. The question before the Committee is that Part 1 stand part. This is to advise members that it is a debate on clauses 3 through to 11A.
I raise a point of order, Mr Chairperson. When was the decision made that they be taken together, and not clause by clause?
I am not aware of that.
