I will take only a short call to commend the Environment Canterbury (Temporary Commissioners and Improved Water Management) Amendment Bill to the House. Suffice it to say, democracy has not been abandoned. It is appropriate that central government steps in when failure has occurred at a council. Failure did occur at Environment Canterbury. Commissioners were installed. They have done an excellent job since then. This bill gives them the time to finish the job, and on that basis I support it fully. Thank you.
