I do not want to forgo the opportunity to speak on the third reading of this wonderfully exciting bill! I am not going to repeat what I said in my speech on the second reading, except to say that although it is a formal and technical bill, it nonetheless is a very important bill. It is important to look at the policy behind the regulations. It is also a bill that has to be passed before the end of the year, to avoid the orders and various regulations mentioned in the bill actually lapsing. National supports the third reading.
