Notwithstanding the fact that the Committee has been given authority to consider this bill part by part, I seek leave to have the Committee consider it as one debate. I do not think that a lot of scrutiny of the member in charge of it is required, given the process that we have been through, and I think that having a single debate may facilitate better contributions from members.
