Urgent Debates Declined — National Certificate of Educational Achievement—Scholarship

I have received a letter from Deborah Coddington seeking to debate under Standing Order 373 the announcement by the Associate Minister of Education of the assembly of an expert group to look into deficiencies in the National Certificate of Educational Achievement (NCEA) scholarship system. The assembly of the group is a particular case of recent occurrence involving ministerial responsibility. However, it does not meet the requirements for the immediate attention of the House, for two reasons. Firstly, the setting up of an inquiry will rarely justify an urgent debate. Even when an inquiry reports, it is only in an exceptional case that the report will justify a debate—see Speaker’s ruling 155/6. Secondly, the House held an urgent debate on the problems with the NCEA only last week. There can be no justification for another debate today.
