I move, That this House extend its congratulations to the people of Scotland as they mark the opening of their new Parliament Building at Holyrood, on Saturday 9 October 2004, and offer its best wishes to all of our Scottish parliamentary counterparts for a successful opening, and ongoing representation of constituents into the future.
