Earlier I agreed to look at the transcript of question No. 2. The Minister was asked whether his officials were right or wrong to be concerned about pre-signed cheques. He replied: “They sure are,”, and then said: “I would endorse their being very concerned about those kinds of behaviours.” I agree with Mr Hide that the words “They sure are,” taken alone could be ambiguous, but the subsequent part of the Minister’s reply made it perfectly clear that he agreed with his officials’ concerns, and the answer did address the question.
