I regret to inform the House of the death on 17 October 2003 of the Rt Hon Francis Duncan O’Flynn QC, who represented the electorate of Kapiti from 1972 to 1975 and that of Island Bay from 1978 to 1987. He was Minister of State, Minister of Defence, Minister in charge of War Pensions, Minister in charge of Rehabilitation, Deputy Minister of Foreign Affairs, and Associate Minister of Overseas Trade and Marketing from 1984 to 1987. I desire, on behalf of this House, to express our sense of the loss we have sustained and our sympathy with his wife, Sylvia, and the relatives of the late former member. I now ask members to stand with me and observe a period of silence as a mark of respect for his memory.
